What it does
A creator fee set once at launch: a fixed share of each buy's and each sell's quote, paid to the liquidity owner, or to the Holder Pot, the King of the Pool pot or a payee. On reel this is how a creator tax runs.
How it works on reel
Charged on X for each side (cut_buy_pips, cut_sell_pips), protocol share first, the rest to the OWNER bucket (the launch owner, or the lock's beneficiary while locked), HOLDER_POT, POT or PAYEE as cut_to and cut_sell_to say.

reel's protocol share s (20–50%, fixed at launch) comes off each charge first.

Worked example
1% each way at a 20% share: a 1 SOL buy pays 0.01 SOL, 0.002 SOL to reel and 0.008 SOL to you.
