What it does
One crank per launch that runs every due zap vault, Pool Mesh and payout in one call, paying the caller a tip from its own budget.
How it works on reel
reel-vaults' zap module: a per-launch lamport budget that tips whoever runs a due zap of a vault targeting one of the launch's pools, at most once per interval. KotpSettle and BucketCollect are already permissionless calls a crank can batch.
